The aim of this paper is to conduct an analysis based on scientific facts and data to examine the extent to which professional social work should take a position on Hartz IV and Agenda 2010. The basis for this is the question: To what extent does Hartz IV cause poverty? A 2014 OECD report states that, despite declining unemployment figures thanks to Agenda 2010, inequality and relative poverty have increased.
